This is really interesting because, as I am understanding this, it is in stark contrast to the definition of universal machine intelligence proposed by Legg & Hutter, which weights reward summable measures by the Kolmogorov complexity of the environment. https://arxiv.org/abs/0712.3329

It’s also super interesting to observe where these theories agree, in the sense that temporal embodiment implies survival utility and thus constrains “the ubiquity of mind [and] the inevitable advent of an unconstrained superintelligence”. Self-improvement, meet Mother Nature.

When a researcher invokes Kolmogorov complexity in this way, it's a sign either of a basic misunderstanding, or simple fraud. KC *is not computable*—it should be an embarrassment if someone uses it in an explanation.
