Haven't read it, but judging by its wiki entry, big European/Hollywood-but-from-another-era energy: Paul Verhoeven (Black Book was sth in that direction, but post-Hollywood). In today's regime Iñárritu or Cuarón could do it scope-wise, but humanist default would ruin it.
I believe that sort of literature and cinema have decoupled. For good. Can't imagine a film adaptation of Bolaño 2666 - neither do I want to. It's only when you do sth else - like adapting the vibe of Moby Dick and calling it The Thin Red Line.
