Yeah I'm pretty upset about the inclusion of Wittgenstein here. There is literally no philosopher less interested in the question 'what underlies intelligent behavior'

Yeah I've spent ten years listening to the Wittgensteinian 'it's a confused question' pitch and am gonna wait at least then more before I revisit it

well you don't need to care about Wittgenstein (he wouldn't have wanted you to). But if you seriously try to answer the question you're going to always be engaging with whether the question is confused and if so how to clarify it, or alternatively, answering it.
