It's not if you are thinking of intelligence as a sliding scale quality of pattern recognition, detection of erroneous patternicity (and self correction), and ability to plan into the future.

This is silly. Look there are intelligent panpsychists, or adjacent ones (Raymond Ruyer) but saying clouds and rocks are conscious is bunk.

I think there is some sort of fuzziness that should be accounted here. Natural consciousness is very prevalent in nature, what is exceptional is conceptual consciousness, not as a means of self-reflection but as a diversifying vector of theoretical and practical reasoning.
