It is, but it is also just one set of weapons among others. fear is actually the least charged weapon. It's too psychologistic, the real weapons should be sought in the arsenals of impersonality.

What is impersonal other than what is collectively rational? I know you might have a fit of cringe hearing this but I can explain this over Skype now that we are both in quarantine.

I see where you are coming from. But then isnt it the case that something that is "collectively rational" is less likely to be a source of (disruptive) cognitive weaponry? Skype sounds good.
