Not to disparage educational opportunities and the lack thereof, but I must inquire where you came across such BA students who did not know what a fraction is? For at the very least, there are standardized math tests and SATs that stipulate statistics, algebra, geometry and so on

As someone who attended high school in the US, I noticed a few matters re: math and science compared to Turkey and other Middle Eastern countries. First was the AP system, where one could take university math classes for credit in high school. These were available for all maths
