The recent Wuhan situation has become something of a military situation and most prop. military people are on top of it: not essentially in terms of development of a biological agents but rather something with minimum fatality yet with extreme socio-economic paralyzing effects.

What can be learned from Wuhan situation is that Spanish flu level of fatality is not that important anymore, what really counts is how a multi-million city can be be put under lockdown. Security experts who don't pay attention will be obsolete soon.

The military implications are quite severe and disquieting. A state doesn't need to target an infrastructure of another state. It can throw into disarray a populous city that drains resources.

Think you can do a minimal damage but with huge global consequences and you can get away with it. In such scenarios the use of nukes is already obsolete.
