If this is from VC, then it's most likely NY or North talking about each other. According to the credits, R* North worked through mission design and QA, but some work was done in NY. In which context it happened it's a mystery, but gives us a bit of insight...

Oh, boy... This whole thing got me wondering how they efficiently shared code during development, especially when one team is in Edinburgh and the other is in NYC and broadband internet wasn't a very available thing.

It's not like code revision systems didn't exist back then. They probably did the same thing the rest of us did - used SVN or CVS and synced and checked in their code changes. Not really all that different these days with Perforce.
