Possible theory - they didn't want to break compatibility with existing mission scripts that would've worked with the original GTA SA.

No it makes sense to fix it in the C++!Fixing it in the mission sources file is just temporary, the game will crash eventually if this mistake is in another source somewhere. A real fix is to make sure (in C++) that values out of the range are clamped so they don't crash the game

5000 in GTA SA is out of boundaries and it seems that the mission "Test Drive" is missing a car.
It should be "574.8" and not "5748.0".
