Based on your previous tweet, where each piece of code was "assigned" to a specific developer, my guess is that this was from the original game development. Actually, is this behavior present on the "classic" versions of GTA (whatever this mission actually is)?
Hard to tell. However I really doubt that Rockstar North would say "they" talking about themselves.

If this is from VC, then it's most likely NY or North talking about each other. According to the credits, R* North worked through mission design and QA, but some work was done in NY. In which context it happened it's a mystery, but gives us a bit of insight...

See, we were talking about the uncompiled main.scm file available on the pc version. Even if R* North did not work on the remasters directly, they did work through the SCM file, as the mission design and programming were their responsibilities in the game development.

You might be reading too much into this. Humans aren't robots with precise speech patterns. "They" could very well just refer to the people who originally coded it.

There can be so many personnel changes at a company over the years. It is completely feasible that they were talking about people who are not there anymore. Would happen anywhere I've worked at.
