Personally that's the best way to do it a lot of people want them to do a total HD makeover but the problem is the games would not feel the same and also it would screw up Rockstars GTA generation layout

These are done by Ruffian, who have more knowledge working with Unreal. Rockstar bought Ruffian last year but these were already long in development if dates are to be trusted.
