The raindance isn't always available as spawn option on venice?* beach. Only after the riots start I think.
Not sure if after the riots, but as far as I remember it isn't available in the first half of the game.

I think it's unlocked when the triathlon becomes availably but I could be wrong. Makes sense they'd lock the player out of easily accessible air travel at the start of the game anyway.
