The LCS alpha disc, which was sold and lost years ago had the same issue. It seems that R* Leeds devs used to burn different executable as a precaution. In theory they could easily load the right one through a network and test the game.
The seller thinks that he can earn a fortune selling it, but in the reality, he is selling some early game files, which I doubt are useful, but the disc looks authentic.
