After lots investigations, I can finally say that the mobile version of GTA San Andreas looks okay only on old PowerVR GPUs. As you can see the face look fine and there is no stupid shine on Carl's model. The rest GPUs even newer PowerVR GPUs render this stuff incorrectly.pic.twitter.com/8UUmReyhHa
It probably means, that the game was initially developed on SGX PowerVR device (probably on Apple device) and it looked okay or them and then.... I don't know. I just don't understand why one one bothered to fix it, because it looks atrocious.

Running SA on an iPhone 4 was really an experience. I just assumed the phone rendered everything to look like plastic due to limitations of the hardware

Aren't the faces in X360 and PS3 are same as Adreno GPU phones? So then the X360 and PS3 ports are straight up Mobile ports with console optimizations?! And BTW since the port was developed on PowerVR devices then the Mali devices are gonna look same as Adreno devices right?
