If you look close you can see they're using the DIFFERENT texture formats and detail maps. The one on the right is using DXT and no detail maps, thus it looks closer to PC, the one on the left IS using detail maps and seems to be PVR I think?
The textures aren't the problem. I am not satisfied with the hue. The picture looks dull and yellowish. The picture on Galaxy s4 looks exactly as on PC.

It's simply turning on more effects in the newer version, it's using the mobile post processing and combined with the detail maps it tones the textures. When all of that is off you're left with pretty much the basic non-trails PC version.
