If you look close you can see they're using the DIFFERENT texture formats and detail maps. The one on the right is using DXT and no detail maps, thus it looks closer to PC, the one on the left IS using detail maps and seems to be PVR I think?

The textures aren't the problem. I am not satisfied with the hue. The picture looks dull and yellowish. The picture on Galaxy s4 looks exactly as on PC.

On the galaxy s4 look like on the pc port of the game or don't know but on the new galaxies the game use different filter i guess

Tbh, I think almost all newer phone has this over saturated problem It doesn't look good at all, it makes Tommy looks like he's floating

I don't think there's really a way to fix it it might be something you have to contact Rockstar about because the only way they could fix it is if having update that has a full screen feature personally the Galaxy S4 looks better because it has full screen
