From what I gathered, you can only do that as long as the code wasn't used at all (e.g. Windows Games for Live needed the key for activation) so you're out of luck. It's probably just for those couple of shops that still got in in stock so they can still sell it.
Mine is unused and I am 100% sure about that, because I bought it brand new.

Maybe it's not working yet, for whatever reason. I mean they're supposedly working from home so it's kinda understandable. I have my own DVD version, activated through Windows Live and my Live account is linked to Social Club and I also don't have the game enabled in R* Launcher.
