Well, no clue, but if you don't want to play MP, then you can use xliveless.
Rockstar Games could remove GFWL a long time ago from GTA IV when MS stopped supporting it. Instead they did nothing and people suffered from this garbage service.
Now GFWL doesn't allow to generate new keys for new players and R* started doing something. Great.

Microsoft and Steam even did a service thing back in like 2013/4, and companies like Warner Bros, 2K, etc, took advantage of that to transfer their games out of GFWL and into Steam instead, games like Batman Arkham Asylum, BioShock 1 and 2, etc and Rockstar just ignored that.

Yeah and I even remember using xlive.dll from Bulletstorm to remove GFWL in GTA IV.

R* keeps screwing up their older game and they don't care if it upsets anyone. I for one wish R* cared and becuse of it, I had to tell my bother to not play his Xbox Original GTA SA on his Xbox One.

I have never played GTA 4 on PC but what do you mean by garbage service? Do you mean like horrible connection or some other reason?
