I don't understand why the community has fix the game in order to enjoy it. Why the developer doesn't bother to make it right from the beginning

Because it makes absolutely no sense to pull people off of development for GTA, RDR, and whatever else they are making to go back into code that next to none of the current devs wrote and understand to make small fixes for very old games. Sucks, but that’s the case.
They had someone, who developed these RGL versions and, I bet, he didn't give a damn about these games.

They didn’t redevelop the game for RGL. They edited some DRM code to use their launcher rather than Steam or Securom. The game itself isn’t touched from whatever version they chose for RGL.

They tried to fix mouse issue in GTA SA, but made it worse.
