It seems that GTA SA not only received backward compatibility on Xbox One, but also minor improvements in the code. For instance, it has "Auto climb" option in the menu now, which is missing on Xbox 360.

Makes sense if that is the mobile version that got ported to consoles because mobile controls are trash

It is the mobile version that got a console port. Back then it was backwards compatible on Xbox Live but it wasn't the mobile port, it was the original game with some added improvements. I own the PS3 version of GTASA and it is the mobile version fitted (1)
