PROMO copies are usually first edition versions of games that are sent to stores and such to show off the game. I say usually because the ONLY games I've seen a promo disc for that were not were GTA titles (GTA3 printed a 1.60 as its promo).
A lot of people are asking me if "promotional copies" are different from retail versions. Honestly, I don't know, because I don't have them. All I can say is that GTA V Promo on Xbox 360 is not a unique version.

As far as I know, Bully promo on PS2 has a few different files.

I have a Promotional Copy of Marvel Ultimate Alliance and from what I could check it seems to have the same files the normal Copies have ^^pic.twitter.com/HtDxwRjUCi

Promotional copies are genuinely the same as regular copies the only difference is they were usually bundled in system sets. At the most they may be the first ver of the game & if there was an update then the retail release copys would be diff
