I think you could give him the obb and data files. But for the APK, I think you'll need to use an app or something.

I have the German mobile version of GTA III, GTA VC, GTA SA and GTA LCS. I don't know about LCS, bit the others are completely Uncensored. But in GTA III, there are no blood puddles, like in the Australian Version of GTA IV. But I think that it is a bug in every language.
