I've seen that in a few second hand game stores too. Sadly without the sticker. Still a neat thing to have like the gta sa city guide collectable. :)
Apparently this was a special(?) edition of Vice City on PC. Not that rare or unique as it is still pretty cheap on eBay. 
It includes map, poster and Vice City sticker, which I don't have.
Bought it for myself and just for fun, because it looks gorgeous.

That's a first edition PC release for Vice City in the UK, if I remember right a few very early ones had a misprint of listing the song "Running With The Night" on Flash FM (a song removed from the pc release).
