Like with so many other things, Negro League statistics "suffer" from the players having seasons containing only 1/3 to 1/2 as many official games as MLB has today. I put suffer in scare quotes because the stats are good. There's nothing wrong with them.
Someone asked me if Mike Trout would still be 81st in WAR if/when Negro League stats are joined to MLBs. He would be 82nd. Only Oscar Charleston, with 78.6 WAR, would be ahead of him now. You have to keep in mind there were far, far fewer league games per season.

But basically, Negro League official seasons were a lot like the 2020 MLB season, in terms of games played. So while Oscar Charleston was likely capable of amassing a Willie Mays-like WAR, he never got the chance. Just not enough league games.
