Computer types say things like this a lot. My mental model of it is that so many of their professional problems are caused by hidden contextual dependencies that they start to like encapsulation way too much and too generally.

The model breaks down because your brain is a buggy compiler whose spec isn't written down anywhere, so you don't know for sure how much supporting information and time it takes to get the same values for the same variables as somebody else.
