What would you say to someone who says that compared to alternative transportation, this is probably much lower, and thus the free market is *already* solving the problem?

Interesting. FWIW my armchair instincts, little as I trust them, run the opposite: in my experience bad behavior on the job is much more sensitive to the probability of getting caught / reported than to the distinction between full-time and part-time.
If you don't believe me, go to any highwayside rest station, pay for a $2 snack with cash, and don't ask for a receipt. I bet you don't get one.

I'm talking about employee theft (cashier pockets the money). I can see why you'd think that cabbies have a strong incentive to be very professional or at least not to commit crimes. First- and second-hand experience indicate... otherwise.
