Surely the relevant comparison is to cabs, walking home alone, etc. Also I'm rather stunned that you so blithely dismiss the risks to members of vulnerable groups that come with driving alone (esp. at night).
What would you say to someone who says that compared to alternative transportation, this is probably much lower, and thus the free market is *already* solving the problem?

It's a tough research question. Rideshare drivers are much more accountable than cab drivers (e.g. because of location tracking). I'm not an expert here, but I do talk to members of more vulnerable groups and listen attentively, and my money is on rideshares here.
