Another big picture problem: the ratio of the desirability of publishing in such journals to the desirability of reading the publications emerging from the process is growing higher and higher. Stop telling grad students, without justification, that they should try to publish. (I'm not saying it's a bad idea. I'm saying I often heard I should publish but nobody ever gave me an argument that passed scrutiny.)
