Another big picture problem: the ratio of the desirability of publishing in such journals to the desirability of reading the publications emerging from the process is growing higher and higher. Do something (however informally, to start) to praise papers that stand the test of time. Make people want to write good, lasting papers a bit more, and "get published" a bit less.
