This response seems to imply that previous primality testing APIs had false positives at a non-trivial rate?

There's multiple ways to test primality. The typical high assurance methods are slow. People don't like slow, especially if generating big keys, extra especially so if generated on small devices (smartcards, etc). Faster methods exist, but if done poorly it becomes insecure.

It's not RSA, since these are locally generated random primes. The problem is in Diffie-Hellman over a finite field where adversarially generated parameters are sent. See https://eprint.iacr.org/2018/749.pdf for more information.
