This entire process for Puerto Rico has 3 goals:
1. Provide economic success for an island that has potential
2. Provide government stability
3. Solidify a pathway to statehood

putting conditions to grant statehood after a century. Demonstrates lack of compromise with the cause. All the former territories had underperforming economies before statehood. I realized is cheaper for the US to have people move to the mainland.
