Really you do understand the ESA or why it is so difficult for a species to be delisted AND 3% is higher than zero. Then again. Let bald eagle die in their nests. Very American.

Which may have much to do with funding and other external issues that the majority ignores. To invert the point, how many species have been listed then gone extinct? And in many cases how many have been prevented from listing by proactive conservation?
