Only way to prevent politicization is to have a different utility from the States temporarily operate or buy PREPA. The same problem existed at the Long Island Power Authority in New York & it was successfully solved in that manner. Or Congress could create a TVA for Puerto Rico.

just give PREPA to the creditors. They will restructure it in such a way to make sure they get paid back.

This is a diversion from the topic of the original post. I would think getting electricity is a more immediate need & it has nothing to do with whether PR is a colony or a State.
