Addressing maint backlog IS important. BUT. All you propose is earmark O&G rev from gen'l fund to NPS maint. You literally take $ f/ left pocket, put it in right pocket, & say, "Solved!" while deficit-financing tax cuts for 1% Short-sighted & disingenuous.
