I used to teach freshman engineering students and even they could do better than this.
All holes under the @FisherSandG-Neuhaus- @WeBuildtheWall fence hold water, which enters when rainfall flows thru the bollards to the sandy edge of the shallow base. Yep I agree the concrete road (more like a long driveway really) makes the problem worse. Compare how rainwater drains off a paved surface versus across a grassy field. The water is certainly running faster through the bollards after crossing the paved road.
