I wouldn't say jack to Fisher. I would let Mother Nature destroy the damn Wall & quietly remove it piece by piece. We need environmental justice & we will not receive it willingly from the abuser, rather they will give us more crap to prop up their damage.

Can't tell for sure, but that line running about midway horizontally on the right side of the 'lip' looks like it could be a cold joint, i.e. a place where concrete pour was stopped, restarted, w/o good bonding between the different pours. IOW...Be Careful!
