I would think private owners would have built their own walls by now with all this border crisis in Texas.

There are people who own land on both sides of the border so a wall would cut their property in half. Not to mention there are national parks and sanctuaries that will be practically destroyed if a wall is put up and will drive endangered species into possible extinction too.
