This is not safe. DMCA can be done from a live stream.
He said "semi-safe," not 100% safe. This is a way to be careful and mindful. Live takedowns are incredibly rare and not widely implemented at this time. Disabling the past broadcast and clips significantly lowers the chances it'll happen rather than keeping a vod.

They are rare, but super easy to do. I've seen the website set up to do this exact thing. The record labels just need to point it at someone. That's the thing though. It doesn't lower your chances. If they decide to target you, live or not, it will happen.

Yup, sadly. It's just the state of Twitch. I'm really strict about the content I put out, and try to make sure it's as applicable to fair use as possible. Just Dance would be a rare exception, like a post-covid friend-time chill out moment.
