I want to say fake but the dude just said his account was unbanned. I'm floored. No way anyone on the partnerships team sucks that bad at writing professional emails (and if so, wouldn't ask for the advice from a co-worker).
Was he actually banned to begin with? Also, it's possible that he got banned for some other reason and just decided to try to stir some things up for whatever reason, maybe to make a name for himself.
As an aside, I wonder if there are people using Twitch for money laundering

He was banned a little while after this response was sent to him. He then reached out to Twitter after a few of us said to make it public and the iRacing community helped to get this appalling response out there. A little while after his account was back including his sub button
