He bought the assault rifle, legally, in Nevada. If Nevada (and every other state) had equally strict gun laws, he wouldn't have been able to buy one. Less guns, and increasingly harder to get, for every blight that gets the itch to shoot up a school or church or park.

The places where the law is lax don't check many, or any, credentials. A 13 year old can buy a gun from a gun show with cash and no information. When the state doesn't care enough to have strict laws, the people making money sure don't, either.

An FFl must perform a background check, that is FEDERAL LAW. Each and every gun is tracked from the instant it is serialized to the end buyer. And every FFL holder must allow ATF to audit their books, so it can't happen.
