They build on flood plains because the land is cheap, I suppose, same as in England. 20 years ago we were house-hunting with a relief map because so much is on obviously flood-prone land.

The images are shocking, but even more shocking is the total lack of preparedness by the autorities. The flooded areas are easily recognizable as ancient riverbed. In such cases proper contingency plans are a must. Dozens of dead is a shocking sign of failure by the authorities.

No, when the Netherlands is flooded and people have to be evacuated it's time to realise that this isn't the fault of the authorities, this is unprecedented and beyond anything they could build for. At a certain point there's nowhere for water to go.
