That ship was initially designated as a hospital for non-Covid patients, exactly the sort of separation you're touting. That's why it was empty: ordinary patients just weren't showing up, out of fear plus quarantine rules.

It didn’t take weeks to figure that out. It could have quickly been redesignated to take recovering patients. The Central Park field hospital or the Javits center or Bronx died hospital could have been used. They all went empty. After milllions to set them up.
