Well. I can't tell if this is throwing good money after bad, or just weird money after OCD. But I need a differential voltage probe and a current probe if I want to continue down this ESD rabbit hole. I think there's some real need to Just Fix It.
I don't know about this particular circuit, but activating built-in ESD protection diodes can lead to latchup if it's done while the chip is powered on. Those diodes are there more for handling during assembly than for the finished circuit.

the diodes are external, part of the input filter. They're not just for ESD, they're for overrange protection in general.
