It is the NYPD who is protecting and enforcing laws, unfortunately public donates money to the ASPCA and not NYPD. Can take you to location where Bershadker/ASPCA President had direct knowledge of dog suffering and did NOTHING! (Past ASPCA honoree - could write a book).
