It's a Hi-Point 995 carbine. They're fairly inexpensive even on the civilian market (around $300-350). It's primarily plastic (polymer) with a standard fire control group and bolt carrier. They're notorious for being unreliable and of poor quality.

This looks like it's probably the 9mm variant, but there's also a .45 as well.
