Officers approached this man because he was selling candy on a platform in violation of MTA rules. He refused multiple requests for ID, eliminating a summons or warning as options. When officers tried to take him into custody, he refused to be cuffed. We're reviewing the incident

Is there no actual crimes going on in the city that these officers need to be hard pressed about the selling of candy by someone who lives in an impoverish community to be able to put food on their table or help their family pay bills or be able to afford their next train fare?
