that's a heroine addict I saw him 4 or more times while commuting downtown - he asks people for money and says he is hungry.I also saw a needle in his back pocket one time he was making conversation with a bike delivery guy asking him how much he bought his bike for.

these feels like a terrorism practice. if detained before leaving those devices, they can argue "they are just rice cookers" and the police might let them go. These guys are as bad as any terrorist and should be found and jailed.
