Why dont you give them a bracelet or an ankle brace with a GPS or a chip that you can insert under their skin. After all once you commit a sex crime where you violate the victims rights, NYPD can violate these animals rights too.
The subway system has always been a lawless area of our city. Banning someone has no real affect. They can always buy a metro card or just jump a turnstile. There’s no regulating that ban
