Honest, serious question. Can’t the driver of the car fight the ticket on the basis he did not put the garbage can over the hydrant and him honestly not realizing it was in fact a hydrant? Is it a civilians duty to know the locations of all hydrants?

How do u know this car was the driver that covered it. Maybe he was innocently parking next to a garbage can that had been covered earlier.
