Suspended without pay? The very least you must do is terminate permanently and not rehire these types of psychos. They are not public servants but public tyrants.
The department doesn't teach officers to grab anyone by the neck as a method to restrain subjects. The department policy is clear that those types of restraints, if used, are a violation of that policy. Regardless of who was worthy of arrest.
